Lokayukta issues notices to Mauvin Godinha on ODP violations
Chief secretary R K Srivastava, Dabolim MLA and chairman of the South Goa planning and development authority (SGPDA), Mauvin Godinho and member secretary of the SGPDA, Ashok Kumar face a complaint before the Lokayukta over alleged violation of laws in pushing the Outline Development Plan for Margao and Ponda.
The complainants, social activist Aires Rodrigues and Jose Maria Miranda, a resident of Margao, sought Lokayukta’s intervention to prohibit the SGPDA to pass the ODP on grounds of it not being approved by the local MLAs, NGOs and the municipal council.
The letter also states that no fresh surveys, which is mandatory under the law, has been taken for the ODP 2026 because of which ground realities are not reflected in any land use map.
It further says that no inputs from important government departments have been received or considered such as water supply, roads, highways, sewerage, traffic police, road transport, electricity, railways, KTCL, land survey, TCP, agriculture, GCZMA and water resources.
Neither are age-old institutions like comunidades taken into consideration and the manner in which the government is rushing away with the implementation of such a plan, it needs to be intervened and probed, the letter stated.. .
