12 MP suspended from Rajyasabha for their misconduct in previous session

The Upper House of Indian parliament is known as Rajya Sabha. It was formulated to have member of parliament from every arena in order to bring quality discussion in the house. However, on 11th August 2021 during it’s 254th session, something unprecedented happened. Few Parliamentarians from Upper House forgot all kind of decency and manners showed serious misconduct in the parliament in front of entire world to see through live camera. Dola Sen and Shanta Chhetri of All India Trinamool Congress were accused of shouting slogans and putting the hanging loop made up of fabric/scarf around the neck in the gangway while holding other end and going upto the ‘Well of the House’ on the right side of Chair. Subsequently she was accused of displaying the loop high in the air that was worn by Shanta Chhetri. Dola Sen was also accused of obstructing the way of Leader of the House and Minister of Parliamentary Affairs. She physically pushed both of them when they were heading towards their respective seats after returning from the chamber of Chairman of Rajya Sabha. She was additionally accused of arguing and pushing the Lady officials of Parliament Security Service as well.

Few other parliamentarians have also misbehaved on 11th August, 2021. Phulo Devi Netam of Indian National Congress was accused of tearing papers and throwing it towards the Table of the House directly on Secretary General of Rajya Sabha. Chhaya Verma who is also the Secretary of Chhattisgarh Congress was accused of tearing papers and throwing them towards the Table of the House. Binoy Vishwam of Communist Party of India (CPI) who is also it’s National Secretary and another CPI leader Elamaran Kareem were accused of snatching papers/folders kept on the Table of the House from right side of the Chair. Elamaran Kareem was also accused of manhandling and severely chocking the neck of one male Marshal who is the security official from Parliamentary Security Service, Rajya Sabha Secretariat and subsequently dragging him in order to break the security cordon. Rajmani Patel from Indian National Congress and Anil Desai from Shiv Sena were accused of snatching papers/folders kept on the Table of the House from left side of the Chair. Akhilesh Prasad Singh of Indian National Congress was accused of making video recording by covering the Security staff and Table of the House. Syed Nasir Hussain of Indian National Congress and Priyanka Chaturvedi of Shiv Sena were accused of tearing papers and throwing them towards the Table of the House. Ripun Bora of Indian National Congress was accused of climbing on the LED TV Stand installed on the left side of the Chair multiple times.

Few of the misconducts were also done in group. Syed Nasir Hossain was accused of pushing Shiv Sena MP Sanjay Raut towards Security officials cordoning the Table of the House and subsequently pulling him back. They were joined by other MPs viz. Elamaran Kareem, Ripun Bora, Binoy Vishwam and Akhilesh Prasad Singh. In another instance, Elamaran Kareem and Syed Nasir Hossain were accused of getting hold of shoulder of one male Marshal who is the security official from Parliamentary Security Service, Rajya Sabha Secretariat while trying to drag him out of the security cordon who was trying to protect a lady Marshal. In another instance, Phulo Devi Netam and Chhaya Verma were accused of pulling and dragging a lady Marshal who is the security official from Parliamentary Security Service, Rajya Sabha Secretariat and assaulting her in the Well of the House.

After numerous complaints and clear evidences and witnesses, Chairman of Rajya Sabha has taken a strong action. Chairman invoked Rule 256 of the Rules of Procedure and Conduct of Business in the Council of States (Rajya Sabha) and suspended 12 Members from the house for the rest of 255th session on 29th November 2021. This is indeed a strong message which was very much needed after the unruly behaviour of few and will act as a precedent for future generation.
