Budget 2012 at a Glance- Part 1 briefly lists down the key point of the Goa Budget 2012 presented by the Chief Minister Manohar Parrikar.


– Present Agriculture growth 1.77 per cent whereas Planning Commission minimum rate 4% –  start intensive farm mechanization –  New Agriculture policy to revive agriculture in the offing.
– Assumed price of Rs. 17/kg of paddy procured from farmers (Central price –  Rs. 7 rest from State Govt. direct into bank account)
– Rs.90/kg min price for raw cashew
– Support price of Rs. 8 per coconut
– Vegetables and fruits to be purchased at fixed price notwithstanding market fluctuations
– Sugarcane assured price Rs. 2400/ton. Advance payment of Rs. 1000/ton to regular suppliers
– Subsidy for food/fruit crops of 70 per cent
– Entire cost of seed to be paid for groundnut cultivation
– Rs. 40 crore set aside for new agriculture initiatives
– Kisan credit cards to be extended to entire farming community
– Watershed Development Society to be set up with Rs. 10 crore fund –  Rs. 5 crore for Water resource development
– Krishi Rath Scheme –  Extending personnel of department and all allied agencies to take central schemes to farmers’ doorsteps

– Each veterinary centre to get a doctor and medicines –  Department to get 60 motorcycles to take vets to dairy farmers
– Rs,1 crore for small water body conservation and development against Rs. 25 lakh last year
– Crop loans to get interest waiver for small farmers with up to 1 hectare of land
– Khazan cultivation to get boost with aid for repairs of bunds and sluice gates
– Financial scheme for salt farming. CM to personally hold interactive session with farmers to sort out hassles
– Growth target of 6 per cent for agriculture


– Subsidies of 50 per cent on purchase of fibre- glass canoe and fishing net can avail once in four years
– Construction of landing ramps, net repair sheds etc.

– Allowance of Rs. 1000 per month for every housewife whose family income is less than Rs. 3 lakh/annum. Implementaion by Ganesh Chaturthi
– LPG prices to remain frozen as on 16th March 2012 for all with annual income less than Rs. 3 lakh
– Poder, render, kalikar, khajemkars and other traditional occupations to get assistance
– Rs. 2500 pension for retired seamen Special Insurance scheme for seafarers
– Home guards to get Rs 100 increase in DA from Rs. 200 to Rs. 300
– Grants for NGOs for Alzheimer’s patients
– Rs 19 crore for NGOs working for old and infirm, children and women

– Ladli Lakshmi scheme of Rs. 1 lakh on marriage of daughter to curb female infanticide. Rs. 150 crore set aside for this.
– Special Mamlatdar to be appointed for courts to deal with Mundkar/tenants cases
– Mayem farmers to get speedy solution to their land issues
– Ambedkar Awas Yojana to give low cost housing for Goans
– Land and Financial assistance to set up/expand Crematoriums, Cemeteries, Kabrastans
– Dhangar community to get all facilities on par with ST communities
– Dayanand Niradhkar Scheme allowance up to Rs. 2000 from Rs. 1000 per month
– Disability allowances up across the board from Rs. 1000 to Rs. 2500/Rs. 3000
– House tax on residential houses in Panchayat areas abolished; Panchayats to be compensated.

– Baina and Sanquelim Ravindra Bhavans, Rajiv Kala Mandir Ponda to be completed this year
– Theatre teaching scheme to be set up
– Music teachers to get proper pay scale
– Rs. 1 crore for new Konkani Bhavan
– Rs. 1 crore for Marathi Bhavan completion
– Rs. 75 lakh for building/upgrading cinema theatres in rural areas
