Amidst noisy scenes, the Corporation of City of Panaji on Monday approved a Detailed Project Report (DPR) for setting up an integrated waste management facility at Bainguinim along with waste management facilities at Panaji and Taleigao.
Although the CCP proposed to avail funds from the Centre under the JNNURM scheme, as the State government has agreed to fund the Bainguinim project, the same will be utilized to set up the facility as proposed in the DPR prepared by M/s Tetra Tech India Ltd.
It is proposed to set up 10 MT aerobic composting facility, 5 MT material recovery facility along with a landfill site at Bainguinim .
Opposition Corporators accused the ruling group of concentrating only on short term measures to deal with the city’s garbage and avoiding a long term solution to the problem.
Corporator Surendra Furtado also asked whether the DPR had received the technical sanction from concerned authorities. However, Mayor Yatin Parekh assured that the government would be approached for the technical sanction as the Public Works Department has refused to give it on grounds that it does not have the required expertise.
The CCP also proposes to set up a 15 MT aerobic decentralized composting facility at Patto near Hira Petrol pump, opposite LIC building and at the old biogas plant. This facility is estimated to cost Rs. 10.84 crore.
Incidentally, two years ago when the DPR was prepared, the entire cost was pegged at Rs. 34.53 crore, which has no shot up to Rs. 40 crore.
