Cipriano’s Fiance Uncoperative

With late Cipriano Fernandes’ fiancé Georgina Nunes not responding to the summons issued by inquiry officer Bossuet D’Silva, the enquiry ordered into the custodial death of Cipriano has hit a road block.
It may be recalled that the seaman Cipriano was arrested by the Panjim police on 7th January following Georgina’s complaint that he had threatened her.
He was admitted to Goa Medical College on 8th January afternoon in a comatose condition and passed away there early 9th morning. Following protests by citizens and Cipriano’s family members, a departmental enquiry was ordered with Deputy Superintendent of Police Bossuet D’Silva appointed the enquiry officer.
Based on his interim report, Police Inspector Sandesh Chodankar, Police Sub-Inspector Radhesh Ramnathkar and Head Constable Sandeep Shirvoikar were placed under suspension.
However, Georgina has now not responded to four summons issued by the police to record her statement. As she was not responding to the summons, on 1st June a letter was addressed to her asking her to give a date convenient to her and as there was no response to this summons too, a fresh one was issued on 9th June.
However, Georgina has now written to the police that she is not keeping in god health and therefore unable to depose before the police and asked the police to give her one week’s prior intimation of when she is required to record her statement.
It would be significant to note that Georgina who had initially stated that the police brutally assaulted Cipriano in the vehicle in which he was brought from Porvorim to Panjim and also in the police station, had retracted her statement during the magisterial enquiry.
