Activists Kashinath Shetye and Ketan Govekar filed a police complaint against former Transport Minister Pandurang Madkaikar with regard to High Security Registration Plates (HSRP) charging him of corruption, forgery and cheating. A copy of the complaint is also addressed to Superintendent of Police, North Goa.
The complaint is based on a report submitted by Chief Secretary Sanjay Srivastava, which was obtained by the complainants under the Right to Information Act. The Chief Secretary’s report had pointed out several lacunas after which the state government had cancelled the contract with the company Shimnit Utsch to supply HSRP.
The complainants pointed that Madkaikar was the transport minister when the notice inviting tenders for manufacture of HSRP was floated and makes a case against Mr. Madkaikar on grounds that he by-passed the cabinet to finalise the tender.
The complaint reads, “Shimnit Utsch Company was declared as a successful bidder and a letter of acceptance was issued to the company during Madkaikar’s tenure”.
“The tender evaluation committee was constituted with the approval of then chief minister and the same was headed by Madkaikar himself,” the complaint reads further, however, the cabinet was not consulted while awarding the tender.
The duo stated that illegal activities have been done to ensure that the tender was awarded to Shimnit Utsch Company.
