Diasbility Rights Association of Goa (DRAG), an organization working with disabled persons, has lodged a complaint with police against Social Welfare Minister Ramkrishna Dhavlikar accusing him of giving a disability award to a person not qualifying for it.
DRAG official Avelino D’Sa said that the minister intervened to give the award to one Harsha Joshi only because she was close to him and living in his neighbourhood.
He further alleged that Harsha did not suffer from 40 per cent disability which qualifies a person to be called disabled and eligible for such awards. Besides, he said the recipient has not done anything outstanding to qualify for the award.
However, the minister has ruled out any favoritism and said that the department has gone by the rule book.
