F.I.R filed against GFDC chairman

An F.I.R of cheating and intentionally causing financial loss to the State Exchequer has been today filed at the Anti Corruption Branch against the Goa Football Development Council Chairman Dr Rufino Monteiro and Member Secretary Elvis Gomes.

The F.I.R has been filed by Adv. Aires Rodrigues under Sections 197, 408, 420 of the Indian Penal Code and Sections 13 (1) (d) (i) & (ii) of the Prevention of Corruption Act, 1988.

Adv. Aires Rodrigues has accused Dr Rufino Monteiro and Elvis Gomes of causing loss to the State exchequer by having committed an act of undue favoritism in leasing the office premises for the Goa Football Development Council at Myles High Corporate Hub, at Patto Plaza, in Panaji.

Adv. Rodrigues in his F.I.R has stated that by a lease deed dated 29th August 2012 the Goa Football Development Council  leased from 15th July 2012 a premises of 244 sq mts on the  6th Floor of Myles High Corporate Hub for a monthly rent of Rs.1, 88,640.   has further accused the Goa Football Development Council of high handedly giving the owners of the premises Myles High Hotels and Towers Pvt Ltd as a security deposit Rs 15, 21,225 despite government never ever giving a security deposit towards premises being leased.

Stating that no exercise was undertaken to ascertain availability of other government premises, Adv. Rodrigues has alleged that no advertisement was also issued by the Goa Football Development Council before taking on lease the premises at Myles High Corporate Hub.

Adv. Rodrigues has also drawn the attention of the Anti Corruption Branch that as per the official records much before the Government having approved the leasing of the premises at Myles High Corporate Hub, the Goa Football Development Council was already using it as its registered address.  

The RTI activist has further alleged that by corrupt and illegal means and also by abusing their positions Dr Rufino Monteiro and Elvis Gomes had permitted the owner of the office premises to secure pecuniary advantage at the cost of the State exchequer thus intentionally causing a huge financial loss to the State Exchequer by showing undue favoritism to the owners of the premises.
