The Goa Bachao Abhiyan that spearheaded the movement to scrap Goa Regional Plan 2011 and participated in the preparation of Goa Regional Plan 2021 and subsequently raised objections to the notified plans of two talukas, has taken strong exception to Chief Minister Digambar Kamat’s assurance that “genuine mistakes” in the notified plans would be corrected.
It may be recalled that the Chief Minister had assured the Goa Legislative Assembly that “genuine mistakes” in the notified plans would be corrected, after he was cornered from all quarters over the mistakes in the notified plans for the talukas of Pernem and Canacona.
However, according to GBA convenor Sabina Martins, this will open a Pandora’s box as it will pave way to more illegalities and give scope for corruption and asserted that the plan be kept open for 30 days for the public for correction and then notified rather than making corrections after notification.
She pointed out that the term “corrections” not being properly defined, will give scope to unscrupulous elements for misuse and abuse and added that post notification corrections will be carried out in piecemeal hoping that the general public will not notice them.
She pointed out various anomalies existing for which the government has no answers and cited the case of Cansaulim where large tracts of land have been earmarked for settlement without naming the authority to sanction these changes. Similarly at Reis Magos, she said builders proposal for settlement zone on slopes which are designated “no development zones” have been incorporated in the plans.
Sabina urged the people to remain vigilant and look out for unexplained insertions in the plans for their villages to ensure that the aspirations of the people who participated in preparing the plans at the village level are honoured.
