Accusing the government of insincerity vis-à-vis the Goa Regional Plan 2021, the Goa Bachao Abhiyan is proposing to re-launch its agitation and is scheduled to meet today 6th December to chart out the future course of action.
At a meeting held on Sunday to study and understand the plans for Canacona and Pernem taluka, various anomalies and rejection of people’s demand and aspirations were pointed out which included the deletion of VP3 status and bringing villages under the jurisdiction of Planning & Development Authorities through the Outline Development Plan.
GBA Convenor Sabina Martins vociferously objected to the dropping of VP3 status arguing that since many villages, after prolonged deliberations, had opted for VP3 status, the government should have respected this wish.
“Instead the government has deleted the VP3 status thereby indicating that it does not respect the people’s wishes,” she said.
Besides, she said that some villages that had opted for VP3 status have been brought under the ODP like Carmona and further pointed out that the government has not clarified whether the ODPs will be part of the Regional Plan or not.
She also pointed out the lopsided planning as coastal villages have been given VP2 status with 60 per cent Floor Area Ratio while hinterland villages are allotted VP1 status with 80 per cent FAR, which she said implies that the government want hinterland villages to become urbanization which would mean destroying the village identity.
Arvind Bhatikar argued that the eco sensitive zone cannot be a reality till the government enunciates its mining policy particularly in forest area.
Bhatikar also joined the chorus of various other speakers objecting to the rationalization of floor area ration in only two Panchayat categories and dropping the third category of VP3.
While alleging that the Special Level Committee has even ignored the recommendations of the Task Force, Arvind Bhatikar questioned the purpose of excluding the ODPs prepared by the PDAs from RP2021. This, he said will result in talukas like Bardez and Mormugao seeing a spate of construction including mega-projects.
