Goa Assembly session witnessed am uproar on the first day

Panaji: The Goa Legislative Assembly witnessed uproar on the first day when it met for three days on Wednesday.

The opposition members rushed to the well of the House as Legislative Affairs Minister Mauvin Godinho accused them of indulging in ‘theatrics’. Noisy scenes were witnessed after Godinho moved a motion to suspend the Rules of Procedure and conduct of the business related to general discussion on budget.

Leader of Opposition Digambar Kamat said it would lead to suspension of general discussion on the budget.

Goa Forward Party (GFP) MLA Vijay Sardesai said it was ‘illegal’ and would amount to the Chief Minister not responding to debate on the budget. MLAs Rohan Khaunte, Sudin Dhavalikar, Luizinho Faleiro and Pratapsingh Rane also objected to the move.

Sardesai sought to know the role under which the move was allowed.

Speaker Rajesh Patnekar and Chief Minister Pramod Sawant said that the the decision was taken during the Bussiness Advisory Committee (BAC) meeting.

Kamat said he had already submitted his objection in the BAC meeting while Sardesai said that it would set a wrong precedent.

Godinho said the opposition members were indulging in the ‘theatrics’ in view of upcoming assembly elections. This led to uproar in the House which led to the Speaker adjourning the House till 1430 hrs.

The three day session of the state assembly began on Wednesday during state budget is to be passed. The state budget was present in March this year but the session was cut short in view of code of conduct imposed due the municipal polls.

All the pending businesses of the house are to be taken up during the three-day session.
