Karnataka Lokayukta and member of the Jan Lokpal Bill Drafting Committee Justice Santosh Hegde opined that the Goa Lokayukta Bill 2003 was pretty good except for the few legal infirmities it suffered due to which it could not be enacted.
He praised the bill at a brainstorming session organized by International Centre, Goa at Dona Paula on Monday where Speaker Pratapsing Rane, who had tabled the bill was the chief guest.
However, Law Secretary Pramod Shetye in his address listed out that the various objections raised by different departments mostly of the Union Government following which the bill was referred to the President of India for her consideration.
The cabinet has now decided to withdraw the bill as recommended by the Union Home Department and introduce a new one. In fact, this was to be discussed during the recently concluded assembly session. However, as the proceedings were disrupted, the same could not be taken up for discussion.
Pramod revealed that the Ministry of Law & Justice, Ministry of Personnel, Grievance and Pensions, Department of Personnel & Training and Department of Legal Affairs had raised certain objections.
