Lok Sabha adjourned for the day: Speaker reprimands members for creating ruckus

New Delhi, Dec 18 (GCCurrentAffairs) The Lok Sabha was adjourned for the day on Tuesday after members from almost all parties raised an uproar over various issues including Rafale row with the BJP members demanding apology from Congress president Rahul Gandhi while the principal Opposition party members pressed for a JPC probe into the aircraft deal.

Amid pandemonium, Minister of State for Commerce C R Chaudhary introduced The National Institute of Design (Amendment) Bill, 2018.

Parliamentary Affairs Minister Narendra Singh Tomar sought to counter the opposition members’ slogan shouting and demands for Joint Parliamentary Committee (JPC) on Rafale and said:

“The Government is ready to discuss all issues under rules”.

Dismissing the demand for JPC, he said, “The Supreme Court has already given its verdict making things clear. “Doodh ka doodh, pani ka pani ho gaya (Everything is now crystal clear)”.

Speaker Sumitra Mahajan expressed her displeasure at continuous uproarious scenes and said Parliament is for debate. Appealing to the members to return to their seats, she said: “The Government is ready to discuss anything, you want; but this is not the way. It is not giving a good message, we have to face the public”.

She said: “I am requesting you again and again. Whatever discussions you want will be done as per the rules”.

In reference to continued bedlam in the House since December 12, she said “people overseas are also asking on what is happening in India….I get messages that even schools run in better ways”.

Urging members to display responsibility in their conduct, she said: “I will myself request the government to hold discussions….we must maintain a standard in Parliament”.

In between she told Congress floor leader Mallikarjun Kharge to ask his party members to resume seats and let the House function.

The Congress members at the directives of Mr Kharge did return to the seats, but there was no respite in the uproar as AIADMK and TDP members remained in the well.

For their part, the BJP members also raised slogans standing on their respective places demanding apology from Congress chief Rahul Gandhi for his remarks against government on Rafale deal.

Mr Kharge maintained even his party was ‘ready’ to discuss all issues; but he insisted that there should be JPC and that Prime Minister Narendra Modi should come to the House and share his views on Rafale row.

Speaker said: “JPC matters are not in my purview”.

But as the din continued and chair’s request to maintain calm went unheeded, she adjourned the House for the day.

Earlier, as the House reassembled after first adjournment at 12 Noon, papers were laid.

Speaker informed the House that Balka Suman from Peddapally has resigned and his resignation has been accepted with effect from December 17.

Ms Mahajan said that she has received several privilege motion notices from members including

N K Premachandran, P Karunakaran, Anurag Thakur, Prahlad Joshi, Nishikant Dubey and Sanjay Jaiswal. The matter is under her consideration, she said.

Earlier, the Question Hour was washout as the House had to be adjourned till 12 noon after

members from both sides created ruckus pressing with their respective demands.
