Lusofonia Games Scam: No Sports, Just ‘Foul’ Play!

The Goa Government had appointed the consultant Ms Shashi Prabhu &Associates for the upcoming Lusofonia games which will be held in Goa in November 2-10, 2013. Incidentally, the same consultant was also previously appointed for the Youth Commonwealth Games in Pune.

The consultant has assisted the government in drafting the BOQ for all the venues. The tender document for the ‘Sports Wooden Flooring’ has been tailored made to suite a particular US-based company that specializes in ‘Sports Wooden Flooring’ by specifying that manufacturer’s technical specifications.

The BOQ document lists the names of three-approved brands – Connors Sports Flooring, Robbins Inc and Haro Sports Company. However, the technical specifications put in the tender document automatically rules out Robbins Inc and Haro Sports Company. It gives a clear leverage to Connors Sports Flooring.

If you look at a copy of the BOQ document, we as GC have uploaded (Goa Sports Floor Specification Scan document) here are some shocking revelations:
•    Neoshok
•    Neoshok pads – two stage polyurethane
•    Sub-floor two layers 15/32 APA rated plywood sheeting, Exposure 1
•    25/32 x 2-1/4 TGEM MFMA grade Hardwood Courts, Amasa MI
•    Smartwood

Now look at the Connors Flooring specifications, we as GC have uploaded (Connors Specifications document)
•    Neoshok is a patented product of the Connor Flooring Company itself. The Hardword Courts, Amasa MI is region where Connors Flooring has its plant in Michigan, US. All other specifications are identical to Connors Flooring – Neoshok Flooring specifications
•    Neoshok pads – two stage polyurethane
•    Sub-floor two layers 15/32 APA rated plywood sheeting, Exposure 1
•    25/32 x 2-1/4 TGEM MFMA grade Hardwood Courts, Amasa MI
•    Smartwood

The consultant has not done any ground work on the technical evaluation of the technical specification. As a matter of fact the specifications for the Sport Wooden Flooring appear to indicate that they were done by the Connor Sports Flooring’s Indian representative based in Pune, rather than the consultant. This is evident as they were totally unaware of the terms associated with Sport Wooden Flooring as specked in the tender documents like MFMA, TGEM, FSC, PEFC, SMARTWOOD, EN14904 etc.
