The Opposition disrupted the proceedings in the Goa Legislative Assembly on Monday following Sports Minister Babu Azgaonkar’s allegation against Leader of Opposition Manohar Parrikar.
During the discussion on demands for Sports, Babu Azgaonkar alleged that Manohar Parrikar had indulged in corruption with regard to the construction of INOX multiplex at Panjim for hosting the first International Film Festival of India in Goa.
Manohar Parrikar took umbrage to this statement and demanded an apology from the minister for making unfounded allegations.
It may be pointed out that initially, the Comptroller and Auditor General had made very strong comments on the expenditure incurred for preparing the infrastructure of the first IFFI held in Goa including the construction of the multiplex.
Based on the CAG report, Mauvin Godinho who was then not even an MLA had filed a complaint against Manohar Parrikar following which the Pratapsing Rane led government handed over the case to the Central Bureau of Investigation for investigations.
Subsequently, the CAG withdrew its comments on the expenditure after the issue was clarified and the CBI too closed the case on grounds that there was no substance in the complaint. The CBI incidentally had questioned the present Chief Minister Digambar Kamat, Home Minister Ravi Naik and Water Resources Minster Filipe Neri Rodrigues who were members of the high powered committee constituted for hosting IFFI at that time by virtue of being ministers in Manohar Parrikar’s government.
As Babu Azgaonkar was not willing to apologise for his comments, the opposition disrupted the proceedings with some of them rushing to the well of the House, forcing the Speaker Pratapsing Rane to adjourn the house.
