Chief Minister by a note moved on 25th May 2012 directed that the Goa State Planning Board be constituted with State BJP Vice-President Mr. Dattaprasad Kholkar as the Deputy Chairman with cabinet rank and status along with 18 other non-official members which includes Ramkrishna Ghodekar, Keshav Savoikar, Ulhas Phaldessai, Prasad Tilve, Dilip Naik, Rajendra Bhobe, Deelip Betkekar amongst others whose bio-data is also not available with the Planning department.
As per the government guidelines the non-official members of the Planning Board have to be drawn from amongst specialists and experts in various fields of development.
By another note on 3rd June Chief Minister Manohar Parrikar directed that another BJP Vice President Dr Wilfred Mesquita be appointed as Commissioner of NRI Affairs with rank and status of a cabinet Minister without stating anything about Dr Mesquita’s bio-data or why he was selected for the post.
Information obtained earlier by Adv. Aires Rodrigues from the Law department had revealed that the Goa Law Commission now headed by State BJP General Secretary Adv. Narendra Sawaikar was constituted without giving any reasons for its set up and with no terms of reference set out. While Adv. Narendra Sawaikar has also been accorded rank and status of a cabinet Minister, the note moved by the Chief Minister Manohar Parrikar for his appointment did not give any details of Narendra Sawaikar’s legal proficiency or why he deserved to be appointed as Chairman of the Goa Law Commission.
Adv. Aires Rodrigues has today stated that Chief Minister Manohar Parrikar had blatantly reneged on his election pledge that professionals and not politicians would be appointed on government corporations and bodies.
Stating that it may be the pre-rogative of the Chief Minister which MLAs he appoints as Ministers, Adv. Rodrigues has stated that this discretion had to be very judicious in other appointments which are a burden to the State exchequer.
Government Corporations and bodies cannot be used to accommodate and rehabilitate politicians at the cost the State Exchequer, stated Adv. Rodrigues
