Rachol Manch Opposes Panchayat Ghar

The Rachol Rakhon Manch has threatened to disrupt the foundation stone laying ceremony for the proposed Panchayat Ghar in the village scheduled for Easter Sunday, 24th April.
The Manch has been opposing the site selected for the Panchayat Ghar and in a memorandum submitted to the District Rural Development Agency Y B Tawde, pointed out that the administrative approval and expenditure sanction granted is for the construction on another site.
The Manch has been demanding that the Panchayat Ghar be constructed on the nearly 6,000 sq mts land that has been acquired while the local Sarpanch Joseph Vaz wants to construct it on 222 sq mts of land that has been gifted to the Panchayat.

The Manch pointed out that Rs. 58.29 lakh has been sanctioned to construct the Panchayat Ghar and library on the acquired land and not the gifted land.
North Goa ZP Threatens To Move Courts
The North Goa Zilla Panchayat members while returning the grants provided by government for developmental works have also threatened to file a contempt petition against the government for not devolving powers to it.
ZP members pointed out that the State of Goa in January 2010 had sworn an affidavit before the Bombay High Court at Goa promising to devolve powers to the Zilla Panchayat. However, not only has the government not taken any steps to honour this commitment, but the committee constituted under the chairmanship of Aleixo Sequeira, Minister for Power, has not even met once to discuss the issue.
The members also decided to return the Rs. 7 crore allotted by the government to them on grounds that it is a pittance since the same amount was sanctioned during the last financial year.
ZP members argued that since the State government has received a special package from the Centre to celebrated the Golden Jubilee of Goa’s liberation, the funds allotted to ZP should also increase.
Member of Parliament Shripad Naik who also attended the Zilla Panchayat meeting urged them to submit proposals estimated up to Rs. 20 lakhs to be taken up under the Member of Parliament Local Area Development scheme.
