Sagar Kavach an exercise aimed at checking Goa’s preparedness for terror attack is to be held once again shortly according to a press release by the Department of Information and Publicity.
This time in addition to the security service personnel, staff of Drishti entrusted the task of maintaining safety on the beaches will also be roped in for the exercise.
Co-ordinated by the Chief Secretary, the exercise involves the Indian Coast Guard, Indian Navy, Goa Police, Goa Coastal Security Police, Mormugao Port Trust, Central Industrial Security Force, Customs and various departments of the State Government.
Sagar Kavach was started in Goa from 2009 and last year it was held on 28th and 29th October with disastrous results. On 28th October, the first day, chaos and confusion prevailed with traffic jams seen at various places in Goa and common man inconvenienced unnecessarily.
The unpreparedness of the security forces was exposed when dummy terrorists in the exercise managed to infiltrate three high security areas to not only plant bombs but even hijack a vessel.
The dummy terrorists planted bombs at Dabolim international airport and Goa Shipyard Ltd., a central government undertaking, besides also hijacking an iron ore carrying vessel from the Mormugao shore that was ultimately rid of the hijackers after a more than three hour long battle.
