Special summary revision of electoral rolls launched in Goa

Special summary revision of intensive nature with respect to January 1, 2019, as qualifying date was launched in Goa with publication of Draft Electoral Roll at a State Level Function at Conference Hall, Art and Culture Department, in the city on Saturday.

The function was presided over by Kunal, Chief Electoral Officer, and attended by Narayan S Navti, Additional Chief Electoral Officer, Levinson Martin, District Election Officer cum Collector North District and Dr Tariq Thomas, District Election Officer cum Collector.

It was attended by Senior Officers of Election Department, Representative of Political Parties, Election Icons and members of Press.

Among Election Icons Noted Konkani writer Madhav Borker, singer Sonia Sirsat, folk singer Marianella Dias, noted fashion designer Verma D”Mello and noted Musician Mukesh Ghatwal were present.

Speaking on the occasion, Chief Electoral Officer Kunal stressed upon participation of different sections of society in electoral process.

“Special Summary Revision is an occasion in which all eligible voters should register themselves in the electoral roll of their Assembly Constituency. The CEO Office is focussing on paperless management of electoral roll with citizens applying for addition, correction and deletion through National Voter Service Portal . The newer version of ERONet is having very robust system to integrate the entire process of electoral roll management in a seamless manner with use of mobile application called BLOapp by the Booth Level Officers. Online system will ensure increased convenience to citizens while applying as well will reduce the possible errors which arise due to wrong data entry etc and will also ensure better photographs when citizens directly upload these,” he said.

The CEO urged the voters to look into Draft Publication Data to see if anywhere corrections were required.

As per Electoral Law a person can be registered as a voter at only one place, CEO said and urged voters to check if due to any error or due to legacy factors same person was registered at more than place and share such information with CEO by email or by filing Form 7 for deletion of such names.

It was a crime under law to have names at two different places, he said.

The CEO urged the new voters special those who are turning 18 on or before January 1, 2019, to use the online medium This service can be availed by mobile phones too. It was announced that the Educational Institutions having more than 90 per cent applications received through online medium will be given special commendation letters and Campus Nodal Officers, Campus Nodal Officers will get commendation letters. Similar Commendation Letters will be given to BLOs receiving maximum online applications and to ERO/AERO receiving maximum online applications.

The CEO stated that the Election Commission of India is focusing on Accessible Elections with improved facilities for Persons with Disabilities (PwD) Voters. The PwD voters after identification will be tagged in the electoral roll data for providing special services. The data from Social Welfare Department is being tallied with Electoral Roll data to compile the list.

The CEO urged the citizens and voluntary organisations to proactively assist the election machinery in identification and tagging the PwD voters. CEO stated that efforts will be made to create special voter awareness materials for PwD Voters.

The CEO further stated that Systematic Voter’s Education and Electoral Participation (SVEEP) will have much more innovative, localised and eco-friendly content to focus on cultural diversity of Goa. It will be effort of Election Machinery to ensure in creation of awareness materials local distinct cultural forms, dance forms and music forms are used. Kunal also urged people to come forward and assist in identification of talents from different fields.

On the occasion, Kunal also released the State Document of General Assembly Election 2017.
