The Goa Bachao Abhiyan has accused the Town & Country Planning Department of taking decision detrimental to the Goa Regional Plan 2021 and referred to some recent decisions of the Town & Country Planning Board to prove its charge.
GBA Convenor Sabina Martins pointed out that the TCP Board has decided that RP 2021 rules will not be applicable to Outline Development Plan areas, a policy that was flayed by Edgar Ribeiro whom the government had appointed on the State Level Committee to prepare RP 2021.
Besides, she said the Board has also decided to honour past commitments including old licenses, which she said was contrary the objectives for preparing RP 2021.
She accused the department of deliberately delaying notifying the RP 2021 so that they can issue licenses now which will be honoured later on stating that the Board has decided to honour previous licenses.
She also revealed that the Board has decided to permit construction even when the minimum right of way, which is six metres, is not available, which she said is a ridiculous decision.
She also pointed out that the Board has directed the Flying Squad to ask violators to apply for regularization rather than booking them for violations of the TCP rules vis-à-vis hill cutting.
It may be recalled that Chief Minister Digambar Kamat had constituted the flying squad to attend to complaints of illegal hill cutting and the squad was empowered to book criminal cases against the violators.
However, Sabina said that the TCP Board has asked the squad not to book cases and instead direct the violators to seek regularization of their construction.
