Utt Goenkara, a civil rights group in Goa demanded transfer of policemen present in Panjim Police Station during Cipriano’s death in police custody to make way for fair and unbiased investigation.
The organization which along with Cipriano Fernandes’ family members exposed the custodial killing has also demanded that the Central Bureau of Investigation (CBI) should also investigate into the matter.
Utt Goenkara President John Yuri Lobo said that the Police Department has miserably failed to take action against its officers and demanded that all the police personnel who were present in the Panjim Police Station on the day of the incident should be immediately transferred for the purpose of fair, proper and transparent investigation.
The crime branch is investigating the custodial killing which has been confirmed by Sub Divisional Magistrate Sabaji Shetye’s report. The sub-divisional magistrate had initiated an inquiry and concluded that Cipriano died due to head injuries which he received when he was in police custody.
Lobo said that police department’s own internal report had pointed out that there were procedural lapses, following which three police personnel Police Inspector Sandesh Chodankar, Sub Inspector Radhesh Ramnathkar and Head Constable Sandip Shirvaikar were suspended.
“Death in police custody is horrendous crime. What happened in Cypriano’s case is a blot on Goa police,” he said.
It may be recalled that Cipriano Fernandes, a seafarer back on a holiday in Goa was arrested on 6th January after his lady friend complained against him saying that he threatened her. Later he died while in police custody. The family members of Cypriano have refused to accept the dead body demanding that all the guilty police officers should be arrested.
