New Delhi: Residents of the ‘Express Greens’ society of the well-known real estate company ‘DLF’, have complained to the State Home Minister Anil Vij about charging a hefty amount in the name of maintenance by the ‘Express Greens Condominium Association’, requesting to order an inquiry into all the gross irregularities including the tactics being adopted to keep people away from the election.
Usha Mishra, a senior official at the United Nations and owner of a flat in the society, in an exclusive interview with UNI said, “It is important that the lawsmade by Govt. for the land and property is to be followed and proper elections need to be conducted in DLF Express Greens M1 & M2. It is the basic right of the owners and the people living there.”
Expressing anger against the hooliganism of the members of the DLF-funded society, Sanjay Goel, said: “DLF has not yet left the society. The people of the society are very upset due to the hooliganism of the members, who have been ‘blessed’ by DLF. He also said, “This project was launched in the year 2008, which was said to be completed in three years, but the possession was not given till the year 2012 as per Apartment Buyer Agreement (ABA)”. After this, the farmers filed a case in the Honorable Supreme Court (SC).
In the year 2015, DLF got the registry done for few customers to show the same to the court.
In March 2021, the Supreme Court handed over the project to the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC). After an appeal, another verdict came in mid of year 2022, where SC instructed HSIIDC and fixed a time limit to get all the flats registered within six months.
Goel said, “It is surprising that the orders of the SC are being completely flouted. Although registration of flat has not started yet, DLF and its setup body (Express Greens Condominium Association M1 & M2) charge around 60 lakh rupees every month for the maintenance of the society. They don’t conduct any elections, don’t share any account of expenses and threaten in the event of non-payment of their fraudulent maintenance. A complaint was made in this regard in the chief minister’s window but no hearing took place.”
“The former president, treasurer and secretary of the society should be stopped from selling their flats till proper audit of 21 crores done by independent auditor. They are trying to run away by selling their flats as soon as possible fearing corruption being exposed,” he added.
“They were not billing the unsold inventory to DLF until the Supreme Court handed over the project to HSIIDC, but after the handover to HSIIDC, they start billing to HSIIDC. It clearly evident that they are the Proxies of DLF.
“We have not even been told what agreement has been made related to the environment. These people take 2500 rupees whenever someone comes to stay here and take 2500 while leaving, but they do not do this with ‘some people’ i.e. ‘their own’. These people collected money from some flat owner four to five times in a year.”
He said that, We are not even told what agreement has been made with VatikaEnviro, a third party Maintenance Body.
Recently, an owner of M1F021,Rachna Jain and Akhil Agrawal,faced mischievous activities like, tampering of their flat’s electric wiring to torture and kept them without electricity for around 48 hours. Even after police complaint, maintenance body (setup by DLF) are creating big faults in one phase instead of correcting it properly which can lead to major loss of life/property.
“The people of the so-called ‘Express Greens Condominium Association’ are making the bill of Common Area Maintenance (CAM) without providing services/information/timely invoicing. They are adopting nefarious methods like blackmailing to raise money through illegal means. To enforce residents to pay the bills and so they can legalise this illegal ‘business’,” Akhil said.
Goel said, “In our country, People in jail facing various charges also have the right to vote and stand in elections”, then why not these residents in small RWA elections.
“Even after 14 years, OC of Tower G is not received, Town houses and Independent Floors are not built, club, gym, swimming pool, shops, etc. is yet to be constructed but EGCA M1 & M2 is illegally registered in 2014-15.They also mislead the supreme court that project has been completed.”

The residents urged the State Home Minister Anil Vij, to investigate all the irregularities in this society, provide refund via delay compensation, illegal claims like, CAM and regularize the society where Supreme Court judgement was also disregarded and its implementation is eagerly awaited.
