NCST directs Odisha govt officials to investigate minor girl rape case in ST-SC Girls’ Hostel

Bhubaneswar: The National Commission for Scheduled Tribes (NCST) has invoked its authority under Article 338A of the Constitution of India to investigate the alleged rape of a minor girl at the Guneipada ST-SC Girls’ Hostel, located in Lamtaput Block of Odisha’s Koraput District.

The NCST formally issued a notice on Tuesday following a serious complaint filed on May 5 by BJD leader and former minister Tukuni Sahu, along with others.

The complaint pertains to the alleged heinous crime that occurred at the hostel, which falls under the jurisdiction of the Machkund Police Station in Koraput District. It also highlights systemic failures in the management and safety of Scheduled Tribe and Scheduled Caste girls’ hostels in Odisha.

In response, the NCST has issued notices to the Additional Chief Secretary of the Home Department, the Principal Secretary of the ST & SC Development, Minorities & Backward Classes Welfare Department, and the Director General of Police.

These officials have been directed to submit a detailed report on the facts of the case and the actions taken within seven days of receiving the notice. The report may be submitted via post, in person, or through any other means of communication.

The Commission has warned that failure to respond within the stipulated time frame may compel it to exercise its powers as a civil court under Article 338A, including issuing summons for a personal or representative appearance before the Commission.
