Democracy, Constitutional Responsibility and the Sanctity of Parliament

Constitutional Integrity : India is a constitutional democracy founded on the principles of liberty, equality, justice and democratic participation. Our Constitution provides the framework through which the nation is governed, institutions function and power is exercised. The strength of Indian democracy lies not merely in the Constitution as a document, but in the faith of its citizens and institutions in the constitutional process. Hence Constitutional Integrity remains supreme dharma for the oneness of the nation.

Democracy is often expressed in the simple and profound words: “Of the people, by the people, for the people.” Its essence is that the ultimate sovereign in a democracy is the people. Governments derive their authority from the people and remain accountable to them.

The voter and the citizen are therefore at the heart of our democratic system.

Parliament is one of the most important institutions through which the will of the people is expressed. It is the constitutional forum for debate, disagreement, scrutiny, legislation and accountability. Differences of opinion are not a weakness of democracy; indeed, they are essential to a vibrant democracy. The Opposition has an equally important constitutional role in questioning the Government, exposing shortcomings and presenting alternative policies and programmes.

However, there is a distinction between democratic dissent and the disruption or degradation of democratic institutions.

If a political party or group believes that a particular government policy, decision or system of governance is unacceptable, it has every democratic right to place its position before the people. It can debate the matter in Parliament, mobilise public opinion through lawful and peaceful means, present an alternative programme and, ultimately, seek the people’s mandate through elections. Where the Constitution or applicable law provides for a referendum or other form of direct public consultation, that constitutional mechanism may also be used.

What democracy cannot afford is the replacement of constitutional procedure by political theatre, intimidation or disorder, particularly when the functioning and dignity of Parliament itself are compromised.

The oath taken by constitutional office-holders and elected representatives is not a mere ceremonial formality. It represents a solemn commitment to uphold the Constitution and discharge one’s responsibilities faithfully. Those entrusted with public office therefore carry a higher responsibility to protect the dignity, functioning and credibility of the institutions in which they serve.

Parliament must remain the temple of democratic deliberation, not merely another stage for political confrontation.

At the same time, the democratic right to peaceful protest outside Parliament must be respected. Citizens and political organisations have legitimate avenues to express disagreement, mobilise public opinion and hold the Government accountable. But such expression must remain peaceful, lawful and consistent with constitutional values. There must be no attempt to substitute street power for parliamentary procedure, nor to undermine institutions through unconstitutional or coercive means.

The answer to political disagreement in a democracy is not silence. It is more debate, more public awareness, more accountability and, ultimately, the people’s mandate.

Those who occupy positions of constitutional responsibility must therefore set an example. They should demonstrate restraint, dignity and respect for institutions even when they strongly disagree with the Government. Political victory should never become more important than constitutional integrity.

India’s democracy has earned respect across the world because generations of citizens, political leaders, institutions and public servants have kept faith with the constitutional process. That legacy must be protected.

We may disagree with a Government.

We may oppose its policies.

We may criticise its decisions.

We may mobilise public opinion against it.

But we must never lose sight of the fact that the Constitution is greater than any Government, Parliament is greater than any political party, and the nation is greater than every individual political interest.

The responsibility therefore rests upon every political party, every elected representative and every citizen to uphold the dignity of our constitutional institutions.

Let us disagree democratically, protest peacefully, debate fearlessly and seek the people’s mandate constitutionally.

Let the Constitution remain our guide, Parliament our forum for deliberation, the voter our ultimate authority, and the unity and integrity of Bharat our collective responsibility.

Every Member of Parliament, whether elected by the people or nominated by the President, takes an oath to uphold and abide by the Constitution of India. This solemn oath places upon every Member a special responsibility to uphold the dignity, decorum and sanctity of Parliament and to respect its proceedings and established procedures.

Parliament is a vital institution of our democracy, and its dignity reflects the dignity of the Constitution itself. Differences of opinion and robust debate are essential to parliamentary democracy, but they must be accompanied by respect for the institution and its rules.

It is therefore incumbent upon every Member, irrespective of political affiliation, to exercise restraint, uphold parliamentary conventions and ensure that disagreement never becomes disrespect. The dignity of Parliament is a collective responsibility, and preserving it is not merely a matter of procedure, it is a responsibility to the Constitution, to our democracy and to the people we represent.

India’s Independence was not merely the transfer of power from one ruler to another. It was the culmination of decades of struggle, courage, sacrifice and unwavering determination by countless freedom fighters and ordinary citizens who dreamt of a free and sovereign Bharat.

Our ancestors endured imprisonment, hardship, persecution and even laid down their lives so that future generations could live with dignity, freedom and self-respect. Many sacrifices remain unnamed and unrecorded, but their contribution forms an inseparable part of our national heritage.

With Independence came the opportunity to shape our own destiny. India chose the path of democracy, where sovereignty ultimately rests with the people. Our Constitution provided the framework for justice, liberty, equality and fraternity, while establishing institutions through which the aspirations of our citizens could find expression.

Therefore, freedom should never be taken for granted. It carries with it a responsibility to respect our Constitution, preserve the unity and integrity of the nation, uphold democratic values, and contribute to the progress and security of Bharat.

The honour, dignity and sovereignty of our nation must always be held in the highest esteem by every Indian. Political differences may exist, opinions may differ, and debates are an essential part of democracy; but our respect for the nation and its constitutional institutions should remain above all differences.

Let us remember those who sacrificed for our freedom, cherish the democracy they made possible, and ensure that the India we pass on to future generations is stronger, more harmonious, more responsible and worthy of their sacrifices.

Our freedom is their legacy.

Our democracy is our responsibility.

The honour of Bharat is our collective duty.
