Madras HC directs rights activist to approach SC in harassment case

Chennai: The Madras High Court has directed human rights activist Dr.Saravanan Karuppasaamy alias Dr.S.K.Saamy to approach the Supreme Court in a case filed by him seeking action against the CB-CID police officers in a harassment case.

In his plea, Dr Saamy had contended that CB-CID police had foisted false cases against him, tortured and harassed him in the name of investigation.

Dr Sammy said “he is the Chairman cum Editor in Chief of the duly registered law firm World Human Rights Commission and Rescue Centre (Akila Ulaga Manitha Urimaikal Padhukappu Aanaiyam).

He said in connection with the 2008 violent incidents at Dr.Ambedkar Law College, Chennai and the High Court clashes in 2009 incidents, he had filed  several complaints before the National Human Rights Commission and also in the Supreme Court seeking action against the erring police officials.

In order to curb his public welfare activities, the CB-CID registered false cases against him and beat and harassed him, he said, adding, following this he moved the High Court to order a CBI inquiry to investigate the cases registered against him also to direct the CB-CID police to return several lakhs worth properties seized by the police.

He also prayed the Court to direct the Tamil Nadu Government to initiate appropriate criminal action against the police officers.

Passing orders on his plea, Justice S.M.Subramaniam said “the National Human Rights Commission, after investigating the petitioner complaint against the CB-CID police officers, has ordered the Tamil Nadu government to pay compensation to the petitioner and take criminal action against the police officers.

Accordingly, on November 17 last year the State Government had paid Rs.15,000 as compensation as awarded by the NHRC.

Dr Saamy also filed a petition in the Supreme Court against the chargesheets filed against him.

The petitioner has also filed a Supreme Court order clearly stating that he has proved his innocence.

The Judge said therefore, the petitioner is at liberty to approach the Supreme Court or the Criminal Courts to seek appropriate relief against the CB-CID officers who have filed a false case and harassed him.
