If India must win the future, it must first fix its earliest classrooms.
As Odisha approaches its centenary year in 2036, the state has placed a strategic bet on foundational education through the Godabarisha Mishra Adarsha Prathamik Vidyalaya (GMAPV) initiative. At a time when India’s education discourse continues to grapple with the gap between schooling and learning, this marks a shift from incremental reform to systemic redesign.
The challenge is well documented. Despite near-universal enrolment, learning outcomes remain weak. Annual Status of Education Report (ASER) findings repeatedly show that many children in elementary grades struggle with basic reading and arithmetic. Recognising this, the Centre’s NIPUN Bharat Mission has set a clear national goal every child should achieve Foundational Literacy and Numeracy (FLN) by Grade 3 by 2026–27. The urgency is evident; the pathway remains uneven.
Odisha reflects this paradox. While access has improved, foundational deficits persist, especially in rural and tribal belts. GMAPV seeks to intervene precisely where the system has historically underperformed the first classroom.
The scale of ambition is notable. With around ₹3,200 crore earmarked for primary education and a plan to establish over 800 model primary schools at gram panchayat headquarters each with investments of up to ₹7 crore, the initiative represents one of India’s most significant investments in foundational schooling.
Early signals from pilot districts are encouraging. Schools integrating pre-primary (“Shishu Vatika”) with early grades are seeing improved attendance and classroom engagement. More importantly, pedagogy is shifting from rote instruction to activity-led, inquiry-based learning, where children learn by questioning, exploring, and doing. This shift is not cosmetic; it goes to the heart of how learning happens.
The design aligns with the National Education Policy (NEP) 2020, which places FLN at the core of reform. But GMAPV’s significance lies in execution it attempts to translate policy intent into institutional practice at scale.
The real test, however, lies ahead.
First, teachers must anchor the transformation. Inquiry-based learning demands a shift from content delivery to curiosity facilitation. Continuous training, autonomy, and accountability will determine classroom outcomes.
Second, governance must be outcome-driven. With substantial capital investment, real-time tracking of learning outcomes, independent audits, and data-led interventions are essential. Financial outlay must translate into measurable learning gains.
Third, technology must enable, not distract. Digital tools can personalise learning, but only when embedded within pedagogy.
Fourth, inclusion must remain central. Mother-tongue instruction and community participation are critical in Odisha’s diverse socio-economic landscape, particularly for first-generation learners.
GMAPV also sends a powerful signal: government schools can deliver quality, not just access. If sustained, this could help reverse the long-standing credibility deficit in public education.
The implications extend beyond Odisha. India has long searched for a scalable model that combines quality with equity in school education. GMAPV could well become that template.
As Odisha builds towards 2036, infrastructure and industry will shape its growth story. But the real foundation will be laid in classrooms. We cannot afford to let a child fail at eight because the economy will pay for it at twenty-five.
A nation’s future is not written in policy rather it is discovered in the questions its children are encouraged to ask.
