Defects found in notice to remove speaker, to be reviewed after Budget Session’s second phase

‎New Delhi: ‎Shortcomings have been found in the notice submitted by Opposition MPs seeking the removal of Lok Sabha Speaker Om Birla, with House authorities identifying procedural defects that could have led to its outright rejection, Lok Sabha sources said on Wednesday.

‎According to sources, the notice, submitted on Tuesday, contained multiple references to incidents from February 2025, citing them four times as grounds for the proposed motion. “The notice referred repeatedly to certain incidents of February 2025, which, under the rules, could have rendered it liable for rejection,” a Lok Sabha source said.

‎Despite the deficiencies, Speaker Birla directed that the matter be processed in accordance with established procedure. “The Speaker instructed the Secretariat to have the defective notice corrected and to proceed with necessary action as per the rules,” the source added.

‎Sources emphasised that Birla ordered “prompt action in accordance with the rules,” signalling that the matter would not be delayed beyond procedural requirements. The Secretariat has been asked to facilitate rectification of the notice so that it conforms to the prescribed format and admissibility criteria.

‎The revised notice, once received, will be examined expeditiously. “After the corrected notice is submitted, it will be subjected to a swift examination under the relevant rules,” the source said.

‎The notice is expected to be listed only after the commencement of the second phase of the ongoing Budget Session, in line with procedural timelines.

‎Under the Constitution and the Rules of Procedure and Conduct of Business in Lok Sabha, a motion to remove the Speaker requires prior notice and is subject to scrutiny for compliance with admissibility norms before it can be taken up for consideration by the House.

‎The development comes amid heightened tensions between the treasury and opposition benches, with the proposed motion adding a fresh procedural and political dimension to the Budget Session.
