The inquiry report filed by the Uttar Pradesh Special Task Force (UP STF) in the KGMU Love Jihad case that came to the fore mentions how an alleged organized nexus was at work, whose activities involved forced religious conversion, sexual exploitation, and harassing and intimidating female Hindu students and staffers, at the King George’s Medical University (KGMU), Lucknow. The report was filed on October 25.
Following the findings coming to light, the Yogi Adityanath-led UP government, on October 30, directed the university registrar and administration to initiate required departmental action against the individuals who were found to be a part of these organized activities. A report on the due action taken has also been asked to be filed. The STF prepared its report upon examination of the complainant’s ‘Love Jihad’ allegations, involving forced religious conversion, mental harassment, and sexual exploitation of Hindu staffers and students inside the university premises.
The report was prepared by Inquiry Officer Pramod Kumar Shukla, Deputy Superintendent of Police, STF, Lucknow, after investigation followed a complaint filed by Shivam Shrivastava, President, UP Youth Association. The report records complaints filed by victims, conduct of faculty members and employees, and the response of university authorities in its department-wise findings.
One of the nodal centres of these alleged activities that has been noted in the inquiry report is the Pathology Department. The basis of this finding were two cases, registered back in December 2025, at Chowk and Kaiserbagh police stations, by resident doctor, Dr. Devarti Mitra, and Maviya, a nursing staff member.
The complaints were filed against resident doctor, Dr. Rameezuddin Malik, and Mohd. Adil, respectively, under the Uttar Pradesh Prohibition of Unlawful Conversion of Religion Act, 2021, and other relevant provisions of the Bharatiya Nyaya Sanhita (BNS). The STF report mentions how Dr. Rameezuddin Malik was found guilty by the university’s internal Vishakha Committee, and was arrested back in January 2026.
The STF inquiry further threw light on how Dr. Rameezuddin trapped the complainant, Dr. Devarti Mitra, in a relationship, and harassed her mentally and physically. It has been alleged in the report that the accused pressured the complainant to convert to Islam and perform Nikah with him. It was later that Dr. Devarti Mitra tumbled upon the fact that Dr. Rameezuddin had already married his batchmate from the Sarojini Naidu Medical College (SNMC), Dr. Mansi Saxena, back in February 2025. As mentioned in the report, Mansi Saxena had herself told Dr. Devarti Mitra how Dr. Rameezuddin had enticed several Hindu women, and planned to marry and convert them to Islam.
Upon learning the fact of Dr. Rameezuddin’s previous marriage and other relationships, Dr. Devarti tried to commit suicide and following her recovery, filed a complaint against the accused. The report also names other Hindu women allegedly targeted by Dr. Rameezuddin; including resident doctors Dr. Kritika Pandey and Dr. Muskaan, and another Hindu doctor from SNMC, Agra.
Further, the report alleges that senior members of the pathology department, Department Head, Suresh Babu, and Additional Professor, Sumaiya Qaiyum, were involved in an attempt of suppressing complaints raised by the female employees, and protecting Dr. Rameezuddin. They were allegedly also involved in the character assassination of Dr. Devarti Mitra. After Devarti had filed a complaint against Rameezuddin, HOD Suresh Babu had called her a ‘psychopath’ and had declared the accused ‘innocent’, and had also pressured Devarti’s family for a ‘compromise’.
The report findings also mention Suresh Babu’s conduct, as to how he maintained resident doctors’ list according to caste categories, and showed hostility towards Hindu employees. His ideological leanings find mention in the report, along with an alleged undue influence of Dr. Sumaiya Qaiyum over departmental decisions.
The report further states, ‘If any female employee raises her voice in objection to such conduct, full effort is made by the department to suppress the same by threatening to “ruin her career”, declaring her “mentally ill”, or by threatening to terminate her from service’.
Sumaiya Qaiyum’s alleged discriminatory behaviour has been highlighted in the report as well. It is mentioned how, when it came to approve leaves, she showed partial behaviour in favour of Muslim employees, and created difficulties for Hindu doctors requesting leaves.
An example of the same has also been cited in the report. Dr. Sabina, a 2023-batch resident doctor, despite being posted in the Trauma Lab, was allegedly granted leave swiftly, without arranging a replacement. While, on the other hand, when Dr. Harshit Jain, appointed in Dr. Sabina’s place, asked for a leave for Chhatth Puja and to participate in the last rites of his grandfather, he was harassed. Reportedly, Sumaiya made a derogatory remark saying, ‘Will you light your grandfather’s funeral pyre yourself?’
Not only leaves, it was a cakewalk for Muslim employees to get permissions to attend Namaz, weddings, and other personal occasions. Sumaiya Qaiyum had also allegedly called Dr. Devarti Mitra’s complaint a ‘small incident’, and asked other resident doctors not to ‘exaggerate the matter’, and intimidated doctors who supported Dr. Mitra.
According to the STF report, another faculty member in the Pathology Department, Dr. Wahid Ali, In-Charge, Biochemistry Laboratory, allegedly provided separate seating and also a prayer space inside the laboratory. Allegedly, an HPLC Lab, inside the biochemistry laboratory, was used by Muslim students to gather, offer Namaz, and hold meetings. Dr. Wahid Ali too was allegedly involved in the harassment of Dr. Harshit Jain, to whom he assigned double duties and gave negative feedback. Dr. Ali too supported Dr. Rameezuddin in the matter involving Dr. Mitra.
The inquiry report has accused Dr. Wahid Ali of propagating hardline Islamic ideology, and of discriminatory behaviour against Hindu employees.
