Beyond Pathology Department: What UP STF Report States About Nexus in Other KGMU Departments

In the previous article about what all the UP STF report mentions about the KGMU (King George’s Medical College) forced religious conversion, sexual exploitation, discrimination based on faith, and harassment against Hindu employees and students case, GoaChronicle told you about how these unlawful activities were going on inside the institute’s premises in Lucknow, Uttar Pradesh, focusing especially on the Pathology Department of the college.

But as per the STF report, not only was the faculty of the pathology department involved, a similar pattern of illegal activities could be seen going on across other departments of the college as well. For instance, the Microbiology Department. As per the STF report, a 25-year-old Hindu computer operator, Jyoti Rao, was stalked and teased by Shafaat Ali Khan, a 50-year-old employee of the university. Similar to the allegations against Dr. Rameezuddin Malik of the Pathology Department, Shafaat Ali has also been accused of forcing Jyoti to convert to Islam and perform Nikah with him.

Similar to what happened with Dr. Mitra, Jyoti Rao too faced retaliatory action and she was terminated from service. The report goes on to mention how she subsequently fell into depression.

Similar allegations made from the Radiology Department also find mention in the report. This time, involving resident doctor Rizwan. As per the inquiry report, Rizwan forced Dr. Avanjala Singh and Dr. Ishita to convert to Islam, and blackmailed them. Following the same pattern, when these women raised verbal complaints regarding the same, their voices were suppressed, and they were allegedly threatened with damage to their careers and examination failures.

Moving ahead, the report mentions three more separate cases from the Gandhi Ward. In the first case, a nursing staff member, Nafees, trapped another nurse, Jyoti Singh, exploited her mentally and physically, converted her to Islam, and performed Nikah with her. In the second case, nursing staff member Furkan was accused of trapping another nursing staff member, Jagriti Gupta, and in a similar pattern, exploiting her and forcing her to marry him after converting to Islam.

In the third case mentioned in the report, resident doctor Adil was accused of being involved with multiple women. Allegedly, he enticed nursing staff members Maviya, Meenakshi Pandey, and others into relationships; and physically exploited them under the pretext of marriage.

Furthermore, the report mentions an alleged organized group operating across KGMU, Lucknow, and SNMC, Agra. Dr. Rameezuddin, Dr. Rizwan Malik, Dr. Adnan Ansari, Dr. Sam Anees, and several others have been identified to be a part of this group, all from the 2021 and 2022 batches. It has been alleged that all the members maintained close relations with female Hindu resident doctors, and promoted hardline Islamic ideology among them, and influenced them through the trap of romantic relationships.

A book called ‘Islamic Medicos’ has also been cited in the report. Published at SNMC, Agra, it allegedly contains details of Muslim medical students from the 2012 to 2016 batches, associated with the group. A similar magazine has reportedly also been published at the college. As mentioned in the report, new Muslim students were organized and trained by members of this said group.

Allegedly, Dr. Rameezuddin introduced Dr. Mansi, Dr. Devarti, Dr. Kritika Pandey, and Dr. Muskaan, along with other Hindu female students to this network. An allegation against Dr. Sam Anees of this group raises serious concern. The report alleges that when Rameezuddin introduced Sam Anees to Devarti, he told her that Anees had raped 19 Hindu women.

Other individuals whose names find mention in the report, and who have been alleged to have maintained close relationships with female Hindu resident doctors, and groom them to adopt the Islamic ideology are Mohd. Kaif (SNMC 2021 Batch); Mohd. Ehsaan, Aman Malik, Shadan Shameem, Mohd. Ayaan (KGMU 2021 Batch); and Mohd. Zaheer, Mohd. Aman, and Shabir Khan (KGMU 2022 Batch).

Not only does this nexus spread across KGMU and SNMC find mention in the STF report, an administrative network operating within KGMU itself, has been accused of allowing such unlawful activities in the premises over several years. Many of the cases of religious conversion took place between the years 2006 and 2012, during the tenure of the then Head of the Medicine Department, Dr. Abbas Ali Mehdi. Dr. Mehdi’s close ties with a former clerk, who had worked in different university departments, SA Abbas, are also mentioned. Several of Dr. Mehdi’s administrative tasks were handled by Abbas.

Dr. Mehdi, who currently owns Era Medical College, had taken voluntary retirement, and Abbas was reportedly appointed as his personal secretary afterwards. The inquiry report alleges that it was Abbas who played the role of suggesting names of committee members to the Vice-Chancellor for examining complaints of religious conversion and other issues involving Muslim students. Reportedly, these names were recommended by Dr. Mehdi, through Abbas.

It has been claimed in the report that several Muslim doctors from KGMU had invested money in Dr. Mehdi’s Era Medical College.

The report identifies, following the retirement of SA Abbas, Professor Usman Kausar, a nephrologist in the Medicine Department, as being prominent among Muslim faculty members and resident doctors at KGMU.

Allegedly, Kausar was predominantly involved with defending Muslim students and employees, in cases involving them. Reference of his private clinic, Diabetes Health, can also be found in the report; it has been alleged that he does not write prescriptions on his own, but rather depends on an assistant, Rizwan, for the same.

Kausar’s brother-in-law, Dr. Haider Abbas, is also named as a faculty member of the Medicine Department, and is allegedly someone who supports Kausar’s ideology. Other individuals identified in the report are assistant professors Dr. Ahmad and Dr. Kaleem of the Biochemistry Department, for their role in supporting and motivating Muslim students.

Dr. Naseem Khan, currently part of the Physiology Department, Integral University, Lucknow, also finds mention in the inquiry report. He formerly worked in KGMU’s Dental Department, and it has been alleged in the report that he propagated the ideology of fugitive Zakir Naik among Muslim students at KGMU. It has also been noted that Dr. Khan had considerable influence over the creation of a separate prayer room in the university.

Under the influence of Naik’s ideology and preachings, KGMU’s gym was converted into a Muslim Ibadatkhana, in 2013, on directions from Dr. Naseem Khan. The report further mentions how a mosque already existed in the university campus at the time; and how Muslim clerics from Etawah, Mainpuri, and Karkhal were frequent visitors to the prayer facility and delivered religious speeches.

Citing ‘unverified sources’, the report states that Dr. Naseem Khan is married to Dr. Khalida Naseem, who resigned from Integral University, following action against Dr. Shaheen in the 2025 Delhi Red Fort blast case. And before Dr. Khalida joined Integral University, she worked as an eye surgeon at KGMU.

Along with the administrative nexus at KGMU at work, and the organized activity link between KGMU and SNMC, Agra, the UP STF repot also mentions a larger network of religious radicalization, conversion, and exploitation of female Hindu medical professionals to be at play. With Dr. Rameezuddin being the primary accused, the report reveals how during the investigation against him, information regarding a conversion network, in which a reward of 15 lakhs was offered for converting medical professionals, including doctors; and 5 lakhs for others, was unearthed.

Ties between Dr. Rameezuddin and Dr. Shaheen Saeed, caught in relation to the 2025 Delhi Red Fort blast case, have also been traced. He acknowledged his association with her during interrogation.

Information retrieved from Rameezuddin’s electronic devices showed how he was in contact with several Hindu women, who he was allegedly enticing and pressuring to convert to Islam. Photographs of around 50 women were also found in his devices.
