The next great contest between nations will not be fought over territory, oil or even nuclear weapons. It will be fought over something far more consequential – the ability to create, control and deploy intelligence beyond the limits of the human mind. Artificial Intelligence has already moved from the laboratory into our homes, offices, factories, battlefields and financial markets. The next frontier is Artificial General Intelligence and, eventually, Artificial Superintelligence – systems that could potentially outperform humans across virtually every intellectual domain.
Whether Artificial Superintelligence arrives in five years, fifteen years or much later is still uncertain. But one thing is not uncertain: the countries that prepare for it today will have a profound advantage over those that begin preparing tomorrow. India must therefore stop thinking of AI as merely another technology sector and start treating it as a strategic national capability. India must take the lead in Artificial Superintelligence before the rest of the world does.
This is not technological nationalism. It is strategic realism.
The world is already moving at extraordinary speed. Stanford’s 2026 AI Index describes AI as one of the most transformative technologies of the 21st century, while global corporate investment in AI has surged dramatically. The United States alone attracted $285.9 billion in private AI investment in 2025, while global private AI investment more than doubled. The message from these numbers is unmistakable: the AI race is no longer a contest between software companies. It is becoming a contest between nations, economies and civilisations.
The frightening part for India is that the race towards superintelligence may accelerate faster than traditional industrial revolutions because AI has the potential to participate in its own development. Researchers are now actively studying recursive self-improvement, where AI systems improve the processes used to build future AI systems. Recent research has demonstrated AI agents that can repeatedly improve their own research processes, while other studies are examining the ability of AI systems to redesign machine-learning algorithms themselves.
This does not mean that Artificial Superintelligence has arrived. It has not. Claims that humanity has already crossed the singularity remain highly contested. But that debate misses the strategic point. Nations do not prepare for strategic technologies after they become mature. They prepare before maturity.
India did not wait for nuclear weapons to become obsolete before building its nuclear capability. It did not wait for space technology to become commercially dominant before building ISRO. It did not wait for the digital revolution to disappear before creating Aadhaar, UPI and India Stack. AI must now receive the same national seriousness.
India has one extraordinary advantage: human capital.
India has tens of thousands of AI specialists, one of the world’s largest pools of engineers and an enormous technology workforce. Previous Stanford data showed India leading the world in AI talent acquisition, with an annual hiring growth rate of about 33 percent, while Indian developers accounted for 19.9 percent of global AI-related GitHub projects in 2024.
This is India’s opportunity, but it can also become India’s tragedy.
If India produces the world’s engineers but those engineers build the future for laboratories headquartered elsewhere, India becomes the world’s talent supplier rather than the world’s technology leader. We cannot repeat the pattern of the information-technology revolution in which Indian talent became indispensable to the global economy while ownership of many of the most valuable technology platforms remained elsewhere.
The AI revolution offers India a second chance.
This time India must own the platforms, the models, the compute, the intellectual property and the infrastructure.
The government has already begun moving in that direction. Under the IndiaAI Mission, more than 38,000 GPUs have been onboarded into the common compute facility and are being made available to startups and academia at affordable rates. That is a significant beginning, but it cannot be the destination.
Thirty-eight thousand GPUs may sound enormous to the average citizen, but the frontier AI race is measured in computational scale that can run into billions of dollars. India needs to think in terms of millions of high-performance accelerators over time, backed by sovereign cloud infrastructure, semiconductor manufacturing, advanced networking and enormous energy capacity.
The country needs an AI infrastructure strategy that is as ambitious as the infrastructure strategy that created India’s highways, ports, airports and digital public infrastructure.
And this is where India’s experience becomes valuable.
India has already demonstrated that infrastructure can be democratised. UPI did not merely create another payments app; it created a national digital rail on which thousands of private businesses could innovate. India Stack created an interoperable architecture that transformed how citizens interact with financial and government services.
The same philosophy should now be applied to AI.
India should build a national AI compute and intelligence layer where universities, startups, researchers, defence laboratories and entrepreneurs can access compute, datasets, models and testing infrastructure without having to depend entirely on foreign hyperscalers.
The objective should be to make AI compute in India as foundational to the next generation of innovation as broadband and mobile connectivity became to the previous generation.
But compute alone will not create superintelligence.
India needs frontier research.
The country must establish national laboratories dedicated specifically to advanced reasoning, autonomous agents, AI-for-science, robotics, machine-learning algorithms, synthetic data, AI safety and recursive improvement. IITs, IISc, ISRO, DRDO, CSIR laboratories and India’s private technology companies must be brought into a common national mission.
The government should create a mechanism through which the country’s best mathematicians, physicists, computer scientists and engineers are given extraordinary resources to solve extraordinary problems.
India has historically been very good at producing engineers. The next challenge is producing world-class AI scientists who do not merely implement algorithms invented elsewhere but invent the algorithms themselves.
This requires changing how India funds research.
Bureaucratic grant cycles and conventional academic incentives will not be enough. Frontier AI research needs long-term capital, access to compute and tolerance for failure. The country should establish a sovereign frontier-AI fund with the ability to finance projects for ten years rather than twelve months.
The government should also create incentives for global Indian AI researchers to return, build laboratories and mentor the next generation. Talent repatriation should become a national strategic objective.
Yet there is another dimension that cannot be ignored: energy.
Artificial intelligence is ultimately powered by electricity. Every additional data centre, every large training run and every frontier model requires enormous computational infrastructure. India’s AI ambition therefore has to be connected directly to its energy strategy.
Solar, nuclear, hydro, storage and modern transmission infrastructure must be viewed as part of India’s AI security architecture.
The country that has the intelligence but lacks the electricity to run it will remain dependent on others.
India must therefore think about AI, semiconductors and energy as one integrated strategic ecosystem.
And then comes the most important question: what will India do with superintelligence if it develops it?
The answer cannot simply be profit.
India’s objective should be to use advanced AI to solve problems that have constrained humanity for generations. Imagine AI systems capable of accelerating drug discovery, designing new materials, improving agricultural productivity, developing better batteries, optimising energy networks, modelling climate risks, improving water management and helping scientists solve problems that currently require decades of research.
Imagine Indian AI systems capable of translating every Indian language in real time, giving every student access to a personalised teacher and giving every small entrepreneur access to an AI research department.
That is the democratic promise of superintelligence. But the risks are equally enormous.
Advanced AI could transform cyber warfare, autonomous weapons, misinformation, financial manipulation and biological research. Researchers are already studying AI systems capable of increasingly autonomous research and self-improvement, while experts continue to debate whether the world is approaching a point where AI capabilities could accelerate beyond conventional human control.
India therefore must not make the mistake of believing that leadership means simply building the most powerful machine. True leadership means building powerful systems with powerful safeguards.
India should establish a national frontier-AI safety authority and an independent scientific evaluation system capable of testing the most advanced models before they are deployed in critical infrastructure.
India should lead international discussions on AI safety, but it should do so from a position of technological strength rather than technological dependence.
There is an important philosophical opportunity here as well.
India has always had a civilisational tradition of asking not only what human beings can create but what human beings should create. Technology without ethics can become dangerous. Intelligence without wisdom can become destructive.
India can bring this balance to the AI debate.
The country should seek to build machines that augment human potential rather than replace human dignity.
But there is no room for complacency.
America has enormous capital, frontier laboratories and semiconductor advantages. China has scale, manufacturing capacity, state-backed strategic investment and a rapidly advancing AI ecosystem. Europe possesses regulatory influence and world-class scientific institutions.
The race is already underway.
India’s response cannot be to wait for an international consensus and then join the conversation. India must create the consensus. It must build the capability. It must set the standards. It must attract the talent. It must own the infrastructure.
Most importantly, India must develop the confidence to believe that the country of Aryabhata, Brahmagupta, Ramanujan and modern-day Indian engineers can also become a country that shapes the next architecture of intelligence.
The world is entering a period in which intelligence itself could become the most valuable strategic resource on Earth. Countries that control advanced intelligence will influence science, economics, defence, medicine, education and geopolitics.
If India merely consumes AI created elsewhere, it will remain strategically dependent in the most important technological transformation of the century.
If India builds sovereign frontier AI, it can become one of the principal architects of the future.
That is why India must not ask whether Artificial Superintelligence is coming.
The better question is whether India will be ready when it does.
We have the talent. We have the market. We have the digital infrastructure. We have the entrepreneurial energy. We have the scientific institutions.
We now need the ambition and the national strategy.
India missed the first Industrial Revolution. It arrived late to the semiconductor revolution. It was largely a consumer rather than a creator during the early internet era.
We cannot afford to make the same mistake with superintelligence.
The next great technological revolution may not simply change industries; it may change what civilisation itself is capable of achieving.
India must therefore stop thinking of Artificial Intelligence as an economic opportunity alone. It is a question of sovereignty, national security, scientific leadership and civilisational confidence.
The race for Artificial Superintelligence may ultimately determine who writes the rules of the next century.
India cannot afford to be a spectator when that history is being written.
This time, India must not arrive late. This time, India must lead.
