There is rule of law in Bihar: Governor

Patna: Appreciating the achievements of the Bihar Government, Governor R Vishwanath Arlekar on Monday said there is rule of law in Bihar and there was an emphasis on “Sushasan” (good governance) for executing the schemes for judicious development of all sections.

Addressing the joint session of Bihar legislature on the opening day of the budget session here, the Governor said there is complete rule of law in Bihar and the government, concentrating on its sushasan mission, was executing the schemes for judicious development of all sections of the society.

Along with maintaining law and order the government has maintained communal harmony across the state and prompt actions were being initiated in case of any incident.

The Governor read his speech amid sloganshouting by both ruling and opposition legislators on several occasions.

During his address, the Governor exhorted the legislators to discharge their responsibilities in constructive manner for overall progress and development of the state.

He said to maintain law and order the government was working on a multi-pronged strategy under which it has strengthened the police administration by increasing the human resources and handing outmodern equipment. He said currently the police people ratiow as 170 for every on lakh population, which was sufficient.

Outlining the achievements of Jal Jeevan Hariyali mission-1, the Governor said the state government has launched the seven resolve Mission part two under which it was concentrating on youth welfare, for which centres of Excellence were being established.

The government has also established engineering, medical and sports universities, where one third seats have been reserved for women.

He said the fourth agriculture road map has been launched for which Rs 162000 crore has been sanctioned to execute various schemes.

The focus was also on overall progress of rural areas where several facilities have been introduced to improve the condition of those living in such areas.

He said adhering to its assurances, the government has provided more than 500000 employment since 2020 under which 363000 youth have been provided with government job.

Apart from this the process for appointment on 1 lakh 27 thousand posts in different departments were underway. The government has also created three lakh posts in different departments. It has also appointed more than 1 lakh youth on contract and initiative have been taken for providing job to more than 500000 youth.

Referring to the caste survey, the Governor said the government has enhanced reservation from 50 to 65% under which the reservation limit for scheduled caste has been increased from 16% to 20%, for schedule tribe it has been increased from 1% to 2% , for extremely backward from 18% to 25%, and for other backward categories from 12% to 18% . The Governor said that 10% reservation to the economic weaker section of general category would continue and the total reservation limit is 75%.

Special schemes have also been introduced for 94 lakh poor families across the state, he added.

The Governor also referred to the Union budgets and said that it would help in the progress of Bihar. He also congratulated the central government for conferring Bharat Ratna award to the late socialist leader Karpoori Thakur. The Governor lastly said that the state government was working on the prime agenda of overall progress of Bihar.

Prior to the joint session, both upper and lower houses met separately. While the Speaker Awadh Bihari Chaudhary welcomed the members in the state assembly, the chairman Devesh Chandra Thakur welcomed the members of the state legislative council.
